The County Government of Kisumu has installed a biometric time attendance and access control system to effectively manage the workforce and secure County assets and facilities.
Through partnership with Smart Applications International Limited, the County Government banks on the new system to improve operational efficiency and service delivery. All County Government workers will now be expected to clock in and out through the system making it possible to track attendance and service delivery.
Speaking during the launch of the system at his office, Governor Prof. Anyang Nyong’o said the initiative was a true example on how public private partnerships can help improve efficiency in the public sector. “By leveraging on the expertise and resources of our partners we can derive significant improvements in our operations,” he said.
Information Communication Technology (ICT), he said, was a key enabler in service delivery adding that the County Government has already automated Health services and Revenue Collection with both sectors registering positive results.
To promote the use of ICT systems, the County Government, he said, has signed a Memorandum of Understanding (MOU) with the Kisumu’s smaller Towns and Local Governments of Africa (UCLGA) and a private consortium to improve the 5G network in the area.
Public Service, Administration and Participatory Development Executive Committee Member Judith Oluoch lauded the partnership with Smart Applications International saying biometric readers installed at strategic locations will transmit clock in and out time and date data to a central database.
“The time and attendance management solution is set to simplify employee timesheet minting, calculation of working hours and collection of attendance dates,” she said. She added that the system will enhance overall security of county premises by limiting access to provide the staff with a secure environment to deliver on their targets.
The system, she said, will also generate attendance reports for both staff and visitors to help improve service delivery and help in the enforcement of the code of regulations and ethics for county government staff.
