Account for Billions Received annually by the county- MCAs urges Busia governor

A section of leaders in Busia have asked governor Dr. Paul Otuoma to account for Sh2.7 billion set aside for development annually failure to which they threatened to table an impeachment motion for misappropriation of funds and abuse of office.  

Speaking at Chelemuk Primary school in Teso North during Teso cross-country event, leaders, led by Amukura West MCA Bonface Erute demanded for the audit of Sh2.7 billion set aside for development arguing the money ‘can’t be felt on the ground’ by mwananchi.

Erute wants the governor to ensure equitable distribution of resources under his tenure and stop what he described as ongoing massive looting, which has paralyzed operations, effectively stagnating development. “Its two years in office yet there is nothing to show in terms of development. We as MCAs feel embarrassed to be part of this regime as we can’t respond to questions the mwananchi is asking on the ground,” he added.

According to the legislature, the Busia executive allocates Sh11 million per ward in the form of projects. This amounts to Sh 385 million and the remaining Sh2.3 billion remains with the governor for development yet the Sh2.3 billion can’t be felt for 2 years now. Bukhayo North MCA Gadi Ijaka slammed governor Otuoma for moving county development status to ICU just 2 years after he assumed office.

Ijaka claimed that the leadership of governor Otuoma has been discriminatory in allocation of projects with Nambale sub county where his competitor John Bunyasi came from being ignored when projects money is being allocated. “The leadership of governor Otuoma has lacked the integrity and fairness on resource allocation. Some areas like Nambale sub county have never felt or seen the essence of devolution,” noted Ijaka.

The legislature noted that it is not a privilege but the right of all Busia residents to receive equitable share of the county resource and development. The County Minister for Sport Paul Olunga who was in attendance was forced to cut short his speech as an angry crowd booed him.

Olunga who was trying to explain the development projects the Otuoma administration has done was ordered to sit down and it took the intervention of area MCA Isaac Wamalwa to calm down the situation.
