Kisumu County Executive Committee Member (CECM) for Public Service, County Administration and Participatory Development Judith Oluoch has emphasized that the Huduma Mashinani programme was designed to facilitate citizen engagement and collaborative project delivery between the national and county governments.
Speaking at the launch of phase II of the Huduma Mashinani initiative in Seme Sub-County, Kisumu County on Tuesday, Oluoch said the campaign targeting all the sub-counties sought to improve citizen participation in local development programmes and enhance service delivery at the grassroots.
“Huduma Mashinani is a structured programme for you to share the projects we need to partner in. The projects should be impactful, benefiting the community and citizens. That’s our intention, so we created these forums for citizen engagement,” she noted.
The CECM added, “The executive is here to give you a chance to raise your issues. The national and county governments are working together for joint delivery. Your participation is crucial.” Oluoch urged the locals to utilize the forum to identify areas of development, particularly focusing on community benefits that required improvement in Seme.
A report from the Education, Training, and Innovation Services Department highlights that Seme has 110 public primary schools and five technical training centres. The County Government’s development blueprint includes establishing a Vocational Training Center in every ward, and enhancing educational opportunities for all.
She encouraged Seme residents to actively participate and contribute to the programme’s success, ensuring their voices are heard and their needs met. “Huduma Mashinani serves as both a feedback mechanism and an information and dialogue forum, ensuring continuous engagement between the government and its citizens,” Oluoch observed.
Benard Ouma, a resident, lauded the County Government’s commitment to inclusive and participatory development, saying that through the initiative, tangible benefits would be realized at the villages. “A lot needs to be done, especially in our rural areas. I support this program and let us all give our views,” Ouma commented, expressing the community’s anticipation for meaningful transformation.
